WhatsApp new feature for Android
Voice messages can be transcribed into text if you enable the feature on your device. Recipients of voice messages can view these transcripts, but senders cannot.
These transcripts are generated locally on your device, and your voice messages remain end-to-end encrypted, ensuring that only you and the recipient can access them. Neither WhatsApp nor anyone else can listen to your voice messages or see their transcripts.
Voice message read receipts are governed by your privacy settings (learn more here). Additional information about voice messages can be found in this article.

Please note that transcript accuracy is not guaranteed.
WhatsApp new feature for iOS
Voice messages can be transcribed into text. This feature needs to be activated on your device. When enabled, recipients of voice messages will be able to read the transcribed text. The sender won’t have access to these transcriptions.
These transcripts are generated locally on your device, ensuring your voice messages and their transcriptions remain protected by end-to-end encryption. This means that not even WhatsApp can access the content of your voice messages or their transcripts.
Voice message read receipts function according to your privacy settings (more details available here). Further information about voice messages can be found in this article.
